An evacuation zone is about storm surge and wind, and is ordered by the county. A FEMA flood zone is about insurance and rainfall. An address can be in zone C and flood zone X — both facts at once.
Hillsborough expanded its zones for the 2026 season after new surge modelling, and Pinellas revises its per-parcel assignment as it verifies parcels. We keep every version of the layer we have fetched, so a change at an address is visible rather than silently replaced.
Hillsborough County GeoHub publishes surge-zone polygons and FEMA flood zones under CC BY 4.0. Pinellas County publishes an assignment per parcel through its Know Your Zone layer, including a MOBILE HOME designation Hillsborough does not use; its flood zones come from the FEMA National Flood Hazard Layer. Both counties are loaded.
Evacuates first, for any storm expected to produce surge. Zone A is the most exposed ground in the county.
Evacuates for a Category 2 storm or higher, and sometimes for a slow-moving Category 1.
Evacuates for a Category 3 storm or higher, and sometimes for a slow-moving Category 2.
Evacuates for a Category 4 storm or higher.
Evacuates for a Category 5 storm, or when the county widens an order.
Mobile and manufactured homes must evacuate whenever any evacuation order is issued, for any zone — the structure, not the ground, is the risk.
A large share of parcels in both counties sit in no surge zone at all — Hillsborough places about half outside every polygon, and Pinellas marks its own as “Non Evac”. That is a finding from the published assignment, not missing data — it says nothing about wind or rainfall flooding, and a FEMA flood zone is a separate fact.
Evacuation orders are issued by the county, by zone letter — never by this site. This page tells you your letter so that when an order names one, you know whether it is yours.
